Parish Council Meetings

Each Parish Council meeting has an agenda which is published the week before the meeting.  Councillors discuss various local issues including planning applications and initiatives from the District and County Councils which may impact on our village.

Dilham Parish Council have agreed to make urgent and necessary Council decisions remotely via email agreement during the period of restricted activity declared by the Government in respect of the Covid-19 virus.

This temporary method of making key decisions is intended to enable the Council to fulfil its responsibilities to its residents effectively.

The following protocol is in place for the decision-making process:

1.Informing members via email the decisions members need to respond to with a yes, no or abstain response before the Clerk actions. The decisions will be agreed by the majority vote of members who have responded in the specified time.

2. Decisions will be posted on the noticeboard and website as agendas and minutes and will form part of the official record.

3. The legal responsibility of these decisions sits with the Council.

The Role of the Clerk

 

The Clerk is the ‘Proper Officer’ of the Council who is responsible for the smooth running of the Council’s business. He/she is the first point of contact for the Council and all correspondence comes to the Clerk.

 

Responsibility for implementing the decisions of the Council rests with the Clerk along with giving professional guidance where necessary whilst remaining neutral and discrete. The Clerk is also responsible for financial management.

 

The Clerk prepares, circulates and displays agendas in public places. She/he signs notices and summonses with a list of business to be transacted but does not have the power to fix the meetings of the Council. The Clerk is required to attend meetings, take minutes, keep Council minutes in a book and hold other documents.

 

A member of the Council may be appointed as Clerk without remuneration but nowadays it is more usual to appoint someone who is not a councillor to be paid for the work they undertake.
